Thanks for the clarification!

But, please note that the Soviet documents
were apparently given by Yeltsin and translated by the S.Korean
Foreign Ministry. I would hesitate to accept these
translated documents without some verifications with
the originals.

Anyway, these documents from cablegrams raise an interesting question
whether Uncle Sam were able to intercept and read them
in 1949 and 1950. Isn't it true that there were some
electronic spying going on over N.Korea by the US
Air Force planes at that time?
