| Sandy, VENONA was the NSA covername for the exploitation of Soviet agent communications during WWII and immediately afterwards, right up to the point that it was compromised by a double agent. It did point out that many of the New Dealers were either sympathetic to the Communists or in some cases (most notably Alger Hiss) they were Soviet agents. You should check around as there are several books on the materials out now (NSA declassified many of the documents about 5-6 years ago, and you can pick them up at the National Cryptologic Museum from time to time).
