I can get the plastic.What I need is the measurements and anchoring spots for the grid squares.

Making a plastic overlay should be as simple as printing your map onto a plastic sheet.  Go to an office supply store and tell the clerk what you want to do and they will/should sell you the appropriate sheets.  If you know a teacher or secretary, they may have some on hand; although, the cost is approximately $1 per sheet.  Some of these overlays are made for computer printers and others for copy machines.
