Young troops do things like that even in peacetime. 
In 1985 or 1986, a young US Marine on an field
training exercise near Pocheon was firing blanks at
Koreans as he rode in the back of a truck. 
Unfortunately, he reloaded his M16 with a magazine of
ball ammo and shot and killed a woman who was walking
along the side of the road with her young child.
