Stalin died in March 1953 so he wouldn't be responsible for anything in the late 1950s.

After the Cuban Missile Crisis the Soviets didn't want anyone else to have access to nuclear weapons as Castro demanded control of the ones sent there under Operation Anadyr to fire them on Washington. They didn't trust "irresponsible persons" with them.

It's more likely they started it as they weren't getting any help from the USSR or PRC on this topic and wanted them to use in the next war.
