Far from complete. This was a warning to China and North Korea to quit stalling and sign a ceasefire. It went along with establishing logistics bases in Japan in Korea to support an airborne/seaborne invasion of North Korea, which also was a warning of what would happen if they didn't. History shows it worked and they believed these warnings so signed the ceasefire.
