I suggest that historians often times have access to more and different information than the original participants, as information becomes declassified and/or researched. See previous message re Hoyt Vandenberg declaring "if Chinese enter war, this will mean use of atomic weapons."
Further, many of those who speak for a command or a Cabinet position are speaking to sway the public to their way of thinking; ignoring or obfuscating the facts at hand.
