I believe that was an actual government document. In
fact when the article came out in the Bulletin of the
Atomic Scientists, the authors misidentified one
location that began with an "I" as Iceland. I guessw
that caused quite a stir in Iceland and DoD took the
unusual step of denying that Iceland was one of the
countries that they had nukes in. Normally the policy
is to neither confirm nor deny it.
