And bad execution. IIRC The JCS had a war plan for fighting the Japanese in the Philippines. Mac scrapped it and fought it his way, which expedited the Japanese invasion's success. If he had fought it the way that the war plan had delineated, there was the possibility that he could have stopped the initial invasion before it got started.
