RAINBOW was the approved plan, not ORANGE.  The plan was approved in
November by the JCS and brought out to USAFFE by MG Brereton.  So, no,
MacArthur didn't "scrap" any plans -- he conducted the opening portion of
the campaign pursuant to RAINBOW and then, when this failed, reverted to
the older ORANGE plan which called for the withdrawal to Bataan.
