True. But Cookie was using "2nd and 3rd rate" as judged against more modern weapons. Most of the Mosin-Nagant bolt action Russian (long) rifles I saw were in pretty bad shape because of old age. The "carbine" (short rifle) version generally was in better shape but many of these were close to being worn out. And so on.....
