Ed, I think he based the report on his personal observations while he was down there. I know that some of the other UN Command nations had problems with their forces being used for PW guard duty. And I think it is pretty well established that the PW camps run by the US were not the most efficient operations. One of the many fiascos was that the US Army general running the Koje Do operation was captured by the CPV prisoners and held hostage for a time. In GEN Ridgway's book he mentions that his provost marshal brought him, "a disturbing report about the lack of control there (Koje Do)." If the US soldiers on guard duty were deserting their posts like Bancroft claims, that would certainly make controlling the camps difficult and make it easier for the prisoners to capture the camp commanding general and hold him as a hostage like they did. I think the US Army learned its lesson though. The camp the Army is running in Guantanamo Bay is much better run and keeps the prisoners under strict control.
