You need to study World War Two history as it relates to Korea. Simplistically, when the U.S. realized their part of Korea would need an interim government to replace the Japanese, the State Department began looking for an established political group to fill this need. There wasn't much to choose from so they settled on a small Anti-Japanese group, the Hawaii-based "Korean Government in Exile( Not sure if this is the exact title or not but close.) led by Snygman Rhee but only after Rhee convinced them he was a devout believer in democratic government. (How wrong they were.) By 1948, and time for elections to unify Korea, the Cold War was in full swing and North Korea showing signs it intended to make sure Korea was unified under a communist government. This was not acceptable so the U.S. held its nose and supported Rhee's election so they could claim South Korea had a democratically elected government. Also by 1948, the U.S. was in the process of pulling its troops out of Korea, which it did not consider of any real importance other than as a buffer to protect Japan from Communist expansion. The result was North Korea was left in the grips of totalitarian communist regime and South Korea under a corrupt dictatorship, but supposedly democratic regime, something that was acceptable to politicians at that time, mainly because almost no one, except the troops who served there on occupation duty and few at State Department, knew where Korea was at the time. In other words, Korea was way off the U.S. and world radar scopes.

And so the world went.......
