I think the inference was more like the legendary "Hogan's Alley" the FBI trained their agents on. Whereever you go in there, somebody is going to pop up and take a shot at you, and you better get them first.

By the way, the Soviet pilots called it "The Sausage" due to what the diagrams looked like on their maps (the restriction lines, which essentially gave them a comic sausage shaped area to fly in along the Chinese-Korean border and a line from Pyongyang to Wonsan.)
