Frank has a legit complaint.  He is not a member of the list but, somehow, 
is receiving list posts and is able to respond. In other words, there is 
glitch in a computer system somewhere since he should not be able to do 
either.  Hopefully this is  a one time event but in case it isn't I've 
asked him to let me know if this continues so I can notify the right people.
