No clue on this specific one. The Fokker (two Ks!) F.VII series was designed
in 1925 and in its day was one of the most widely built (numbers not
available) airlines in Europe, apparently only outsold by the later Junkers Ju 52/3m.
Most were used in the US but there were foreign ones.
Bets would be that it was ex-Japanese and turned over to the DPRK along with
the other Japanese trainers the DPRK used to start its air force.
