I think the problem is that the South has always had a problem with agents and provocateurs inserted into the country from the North. South Korean universities are only slightly less far to the left than the West German ones were in the 1970s-1980s. Also they have some control over the unions, and as a result can place more pressure on the government than they reasonably should.
All you have to do is read the daily dump (appropriate term!) of KCNA reporting in English to see what is going on and who the "usual suspects" in the South are. Here's the URL so as to not clutter up the list too much:
