Digging into Korean War.

Gen. Chennault must have been conversing with Singamon Rhee

a lot about developing an airforce.

When the NK received some 150 aircraft from Russia

Chennault had a plan worked out with Rhee for 90 USA aircraft.

MacArthur stopped the plan. Stating that it would create more tension.

IMO sending the planes would have stabalized the issue in that NK.

Preventing and attack. It would have blunted Kim Il Sung attempt.

What were the arguments a the time. What references to study?
